Penny Horton, MSOD, SHRM-SCP

Penny Horton is an expert human resources management consultant, thought leader and business owner.

The founder of the boutique management consulting firm Who’s Your HR?, Penny specializes in strategic guidance that helps businesses navigate the legal complexities of being an employer as well as optimizing the performance of their workforce. She has over 20 years of proven leadership experience creating and managing human resources and organizational design strategies for corporations with both domestic and international presence.

Developing a fascination with human behavior while pursuing her undergraduate degree in sociology at Wichita State University, Penny went on to obtain a master’s degree in organization development from Friends University. She launched her HR career as an organizational development manager for ICM, a family-owned company that designs and builds ethanol plants.

From there, she joined NORDAM, a family-owned aerospace company and government contractor with over 2,000 employees, first as a human resources representative and ultimately rising to Senior Director, Human Resources. She also managed NORDAM’s Drug and Alcohol Program, ensuring compliance with DOT/FAA and DOT/FMCSA testing regulations as well as company policy. During her tenure, she successfully led the organization through multiple FAA Drug Abatement audits and inspections.

Prior to starting her own business, Penny served as the Vice President of Human Resources for EaglePicher Technologies, LLC, an Apollo Global Management portfolio company and government contractor. She helped set and achieve the strategic vision for the 850+ employee battery system manufacturer, built the HR team, and drove employee engagement following the decertification of the union.

Penny is a Senior Certified Professional through the Society for Human Resources Management (SHRM), and is a trusted subject matter expert in human behavior, motivational theory, employee engagement, organizational capability, employment law, HR policy creation, affirmative action, and compliance assurance for domestic and international companies across a wide range of industries.

An active community advocate for small business and entrepreneurship, Penny has served in several capacities on the board of SHRM Tulsa (formerly Tulsa Area Human Resources Association) including President. She supports numerous local businesses and local volunteer initiatives, and is an active member in several local and national professional organizations that promote the value of people.

Morgan Cabral, SHRM-SCP, B.B.A.

Client Success Manager

Morgan Cabral  serves as the Client Success Manager for WYHR, is an HR Consultant and the primary contact for our Wichita, KS office. With over 10 years of human resources (HR) experience, she has a wide range of expertise including leadership and people management, payroll, workers comp, safety, employee relations, customer retention, operations, and more.  She is energized by helping people discover their fullest potential.  She also has a knack for process improvement, procedure development and project management. 

Morgan majored in Human Resources at Wichita State University and graduated with a Bachelor of Business Administration. Morgan has helped build a HR department from scratch and has experience across industries such as information technology and construction.

Morgan is active in the Society for Human Resource Management (SHRM), has held positions on the board for the Wichita chapter and currently serves on the board of the Kansas State Council of SHRM (KSSHRM).

Lyssa Flanagan

Operations and Executive Coordinator

Lyssa Flanagan serves as the Operations & Executive Coordinator for WYHR, providing direct support to our team through managing executive calendars, supporting client intake, and collaborating with leadership to enhance operational efficiency and business growth. Lyssa joins us from the nonprofit world, bringing with her a passion for helping others and contributing to organizational success. She supports our team with her strong problem-solving skills, detail-oriented nature, and project management prowess.  

Lyssa holds a Bachelor of Science degree in psychology with minors in English and liberal arts from the University of Science and Arts of Oklahoma. Prior to coming to WYHR, Lyssa served for seven years at a Tulsa-area nonprofit organization, supporting volunteer recruitment, onboarding, and retention as well as partnership cultivation and stewardship.  

Daniel Horton

Facilities Manager

Daniel Horton serves as  the WYHR Facilities Manager.  He has a diverse background that affords him to bring a unique skill set and perspective to the team.  With over 19 years of aerospace experience ranging from bonding, assembly, evaluation, technical training and leadership, his ingenuity and problem solving skills are unmatched.  Outside of his technical roles he also has experience in benefits, sales and facility management. 

However, most notably, Daniel served our country as Military Police in the U.S. Army Reserve for 8 years ​during Operation Noble Eagle and Operation Iraqi Freedom.  WYHR appreciates Daniel's sacrifices for our country and is proud to be a Veteran friendly workplace.

Daniel is known for his ability to identify process improvements and implement solutions.  He can fix almost anything.  When he isn't busy working he enjoys spending time outside at his pool, at the beach, or participating in triathlons. In 2024 Daniel completed his first Ironman!

Company Mascot (2020 - 2024)

 

Champ, our beloved company mascot, was a cherished member of our team. His playful spirit, abounding energy, inquisitive nature, and loyal companionship brought joy to us all. Sadly, we had to say goodbye too early to Champ after his battle with bone cancer. His memory will forever hold a special place in our hearts. He was known for his insatiable appetite for socks and his paw-sitively stunning good looks!
